Certainly seems that way.
There was no Labor Shortage, it was a CHEAP labor shortage. That’s what it was. They weren’t desperate for help, if they were, they would respond to emails, text messages, phone calls, etc.
They were looking for CERTAIN people. About 5 years ago, I applied to 60 jobs in less than a week. I got 23 responses, 20 of which were email rejections. ZERO interviews.
